
The U.S. federal government is the single largest funder of animal research both in the U.S. and worldwide — funneling an estimated $20 billion taxpayer dollars into the breeding, torture, and killing of animals in laboratories annually — despite overwhelming evidence that this research is scientifically ineffective, fiscally wasteful, and ethically indefensible.
Now, House Representatives Nicole Malliotakis (NY-11) and Aaron Bean (FL-04) have introduced a bill “designed to” put a stop to this madness by ending federal animal testing.
The Safeguard Pets, Animals, and Research Ethics (SPARE) Act would:
- Prohibit biomedical, cosmetic, toxicity, and psychological testing on animals in federally-funded labs.
- Mandate a three-year phase-out of existing animal experiments.
- Redirect taxpayer dollars to ethical, human-relevant methodologies, like organ-on-a-chip technologies, human-cell-based models, and AI-driven computational research.
- Require that animals previously used in experiments be rehabilitated and placed in sanctuaries or adoptive homes.
Animal researchers are panicking. They have admitted that this bill could “decimate” the animal research industry — and they’re fighting hard to protect the perverse status quo.
