Did you know your tax dollars are funding experiments on animals in foreign laboratories? It’s time to put a stop to it.

The Cease Animal Research Grants Overseas (CARGO) Act of 2025 — introduced in both the U.S. Senate (S. 1802) and House (H.R. 1085) — would do exactly that. 

This critical legislation would amend the Public Health Service Act to prohibit the National Institutes of Health (NIH) from awarding any type of funding — including grants, contracts, cooperative agreements, and technical assistance — to research and experiments performed on live animals outside the United States. In other words:

If the CARGO Act passes, it will mean no more American-taxpayer-funded animal torture in labs overseas.

If enacted, the CARGO Act will: 

  • Reduce the suffering and exploitation of animals around the world, and  
  • Protect your tax dollars from being spent on animal research abroad.

The CARGO Act is a commonsense solution to an unacceptable problem. Let’s work together to ensure our government stops funding the exploitation of animals and starts prioritizing ethical, effective science — anywhere in the world where research is conducted with our dollars.
