
We live in an age of lab-grown organs, computer-powered innovation, and human-relevant research methodologies. And yet animal testing for cosmetics is still legal and practiced in the United States.
That means countless animals — including rabbits, mice, guinea pigs, and many others — continue to endure painful, outdated, and unethical experiments just so companies can manufacture and sell makeup, shampoo, lotion, and other personal care products.
But this may soon change — and you have the power to help.
In March, lawmakers re-introduced the Humane Cosmetics Act of 2025 (H.R. 1657), a bipartisan bill that aims to finally end this needless suffering.
If passed, this legislation would:
- Ban the use of animals in testing cosmetics or cosmetic ingredients, and
- Prohibit the sale and transport of animal-tested cosmetics in the U.S.
This bill isn’t radical. It’s reasonable.
Twelve states (California, Hawaii, Illinois, Louisiana, Maine, Maryland, Nevada, New Jersey, New York, Oregon, Virginia, and Washington) have passed similar legislation at the local level.
And over 40 countries — including the entire European Union, the U.K., Canada, Mexico, Australia, India, South Korea, and more — have already banned cosmetics animal testing.
Now it’s time for our federal government to catch up. Passing the Humane Cosmetics Act will save animals and ensure U.S. companies remain competitive in a global market that’s rapidly moving away from animal testing.
