Inside the Poll Built to Save an Oregon Primate Lab
Last week, Ipsos published survey results reporting that most Americans believe animal research is “important” to human health and support it when “vet-supervised.” Under scrutiny, neither result survives as a true measure of public opinion.
The issue of veterinary supervision deserves its own space, and we will break it down separately. Below is a summary of what else you should know about this survey.
The survey’s sponsor has an undisclosed stake in the outcome, the sample can’t support the certainty claimed, and the questions appear worded to generate favorable answers rather than to measure honest ones.
Who Commissioned This, and Why Now

The Ipsos survey was commissioned by Oregon Voices for Biomedical Research, a coalition including veterinarians, scientists, and healthcare professionals that launched in April 2026 for one primary purpose: to fight a proposed transition of the Oregon National Primate Research Center from a research facility into a primate sanctuary. None of this—the group’s makeup, its founding purpose, or its direct institutional stake in the outcome—is disclosed in the press release or the public survey materials.
The Sample Can’t Support the Conclusions Drawn
The survey arrived mere weeks after a very different set of numbers: a Gallup poll recently reported that only 45% of the U.S. public—a record low—considers medical testing on animals morally acceptable.
Both the Gallup and Ipsos surveys claim to speak for the American public, but only Gallup used a method that can actually back that up.
A “scientific” poll traditionally earns its authority through random sampling: everyone in the population has a real, calculable chance of being selected, which is what allows a pollster to calculate—rather than merely assert—how closely the results represent the U.S. population. Gallup’s poll worked that way, but Ipsos’s didn’t.
Ipsos’s respondents came from online panels of people who had already signed up to take surveys, supplemented by “river” sampling—a technique that recruits people through online ads and offers while they browse the internet. Nobody was randomly selected from the general public, and people who opt into survey panels or click into surveys while browsing are not a representative cross-section of the country. They tend to skew toward certain dispositions even after the results are weighted.
Ipsos knows this, which is why the release does not claim a real margin of error, which can only be calculated when every person in the population has a known chance of being selected. Instead, Ipsos offers a “credibility interval”—a modeled estimate that can’t be interpreted the same way as a true margin of error.
The result is that the press release invokes the feel of scientific precision without the survey design actually delivering it.
This doesn’t mean Ipsos did anything wrong by industry standards. Its method is common, and it was disclosed. But it does mean that we can’t know how far the reported figures actually extend beyond the people who answered this particular survey.
Respondents May Not Have Understood What They Were Rating
People tend to overestimate how much they actually know about a subject.
Even accounting for that bias, only 30% of respondents strongly agreed with the statement: “Before today, I knew what biomedical animal research was.”
Not that they understood biomedical animal research. Not that they had expertise in it. Just that they knew what it was.
By comparison, 31% only “somewhat” agreed, 19% disagreed, 15% remained neutral, and 4% were unsure. That’s a shaky foundation for treating this as an informed sample. Self-reported familiarity isn’t the same as actual knowledge, and the survey materials offer no indication that respondents received any information about what animal research actually involves before answering.
That gap is particularly curious for a group like Oregon Voices for Biomedical Research, which says it wants to educate the public. Many respondents may well have been weighing in on an unfamiliar topic—and that calls into question the integrity of the results, particularly because the more people know about the realities of animal research, the more they oppose it.

The Survey Questions Reinforce the Industry Narrative
Compounding the problem of respondents’ unfamiliarity with animal research, the survey questions reflected industry-slanted framings.
➤ Respondents were asked whether animal research is “important to human health” and whether they support “using tax dollars to pay for” biomedical animal research “that has a clear health benefit.”
Both questions ask for a value judgment with no scientific backing. “Important” and “clear benefit” are neither defined nor quantified, which invites respondents to conflate their beliefs with actual outcomes.
With this type of framing, industry is counting on the effects of its decades-long propaganda campaign aimed at keeping the American public believing that animal experimentation regularly and quantifiably benefits humans—despite ever-growing evidence that this belief does not align with the facts.
Once people are asked to consider the facts themselves—rather than their existing beliefs—their opinions can shift substantially. Even healthcare workers, who might be expected to be among the industry’s firmest supporters, are likely to withdraw their conditional, preexisting support for animal research when shown figures documenting the overwhelming nonhuman-to-human translation failures. This helps explain why industry-shaped questions often rely on unquantifiable metrics, instead.
➤ Respondents were asked whether they “accept the use of animals in biomedical research if there is no reliable animal-free method.”
As written, this question presumes that animal-free methods have been tried and found wanting. They haven’t. Non-animal methods remain chronically underfunded and undertested relative to animal methods—not because they fail, but because an entrenched industry has little incentive to advance methods that would threaten its business model.
The framing also smuggles in a second assumption: that animal research is itself reliable. It isn’t, which is a driving reason for the shift away from it.
➤ Respondents were asked about replacing animals with humans, “including pregnant women and children,” to “test medical treatments.”
Setting aside the leading emotional weight of specifying two groups society is most protective of, the question sets up a false choice. Because animal studies cannot reliably predict human outcomes, humans are already used to test medical treatments—just in addition to animals. These human studies, or clinical trials, are where more than 90% of experimental drugs fail precisely because the preclinical animal data did not accurately predict safety or efficacy in humans.
Framed as an either/or, this question misleads respondents about how drug testing actually works. It also obscures that—far from replacing human testing—animal research only serves to layer additional, unpredictive classes of experimental subjects.
➤ Respondents were asked which “health problems” justify biomedical animal research “when there is no other way to study them.”
This question’s implied premise—that animal research is a last resort—finds no support in either the past or present. Research using nonhuman animals has never been the only way to study human health. In vitro testing, computer modeling, epidemiology, clinical observation, and autopsy all long predate modern tools like organs-on-a-chip, and doctors and scientists have utilized them for ages and documented them in detail.
➤ Respondents were asked about whether “animal research is okay for human diseases that need better prevention/treatment….”
This question collapses under its own breadth. Which diseases wouldn’t benefit from better prevention or treatment, however those are defined? Even more critically, this question implies that animal research is necessary to achieve “better” prevention and treatment strategies, when, in reality, continued investment in animal research is diverting resources from both.
Many human conditions that have been under animal research study for decades remain without cures, and in many cases without even meaningful treatments. And, tellingly, actual disease prevention research is rare—presumably because there’s little profit in preventing what can instead be continually studied in labs and treated with expensive therapies.

The Numbers Buried Below the Headline
Yet, even with questions that invite support, the survey couldn’t produce findings that fully cooperate. Several of its own numbers suggest that existing public support for animal research is conditional, at best.
For one thing, respondents’ support for animal research fell steadily as the disease in question grew less severe—for example, from 56% for cancer to just 26% for metabolism and weight. Rather than reflecting broad public support, this finding suggests that public support for animal research is at best circumstance-specific. The survey’s own headline concedes as much.
For another, 25% of respondents—one-in-four—said that “animal research” is “never okay.” Full stop.
Neither figure shows a trend on its own. But read alongside Gallup’s record-low finding, they describe a public that is not where the animal research industry wants, or needs, it to be.
What’s Actually Left
Strip away the framing, and what remains is this:
A poll commissioned by an animal research industry group,
written in language that advances the industry’s perspective,
and built to draw on respondents’ pre-existing assumptions rather than actual knowledge or available evidence
—all delivered with the borrowed authority of scientific polling.
The danger here isn’t only that an uninformative poll gets read as informative.
Public opinion is responsive to what people believe others think. This means that, when a poll reports a majority, people tend to shift their own views toward what they believe everyone else already thinks.
A survey like this doesn’t just claim to describe consensus—it works to manufacture it.
This helps explain why the survey landed when it did—weeks after Gallup found public support for animal research at a record low, and at the precise moment one of the industry’s flagship facilities faced federal negotiations over its future.
This survey does not appear designed to find out what Americans think. It looks designed to shape it—which tells us far more about the animal research industry than about the public it claims to speak for.
